Yes, definitely. The whole notion of "femininity" is certainly debateable, but it's safe to say women usually want their tats to be sexy and attractive. Tattoos on girls are hot!

Find a design that works for you, and then evolve with it. Customize it. Make it personal Talk to your friends about it. Check out pics of other tats. Get your artist's opinion.
Yah it's going to permanent, and it's going to hurt but the pain is good. Don't "overthink" the new tat you want ... trust your own inner dialogue. Yes, spend your time on your research, and look into your heart. But once you feel right, go for it.
